I chose the answer A because the question specifically asks "under what best condition" and it directly says that impermeable rock is. Could you explain why B is the answer and why A is wrong?

If you look the passage, it says that the rock must be permeable, so it can absorb the wastes, therefore, answer choice B is better because it satisfies the condition of having a permeable layer and an impermeable one.
