I was wondering why the flaw for this question would be an unrepresented sample flaw rather than a part to whole flaw

@nb101 because the author is basing the conclusion on the respondents to the survey. The people who took the time to respond to this survey probably care about this issue whereas those that did not probably do not so this would be an unrepresentative sample. Hope that helps!
