Why not A or B?

Can some explain why those two are wrong?

    Just looking at the use in passage A, it seems like the author is saying that the lack of a definition causes issues for the Roma, which is not a good match for a or b. In the second passage, the term is used in the same context, as something that gives rise to problems.
