I might be missing something really simple here, but how isn't this answer 6? I know it's not an answer choice, but I just want to know what I'm misinterpreting. Because when you put T first in L and R second in F then you can assign (with certainty):
T first in F
P third in F
S fifth in L
R first in C
P second in C
and Q fifth in C
Giving you six placements.

There are only five towns total, that is why it is impossible for the answer to be 6. Note that the question is asking for how many towns can we deduce all three rankings with certainty, not how many individual rankings (which would be 15 - 5 x 3).

The question asks us if T is ranked first in location and R is ranked second in friendliness, then it is possible to deduce all three rankings for exactly how many of the towns?
Let's put these rankings on the diagram:

Since R is #2 in friendliness, P must be #3. Since T is #1 in location, S must be #5 in location. Since R receives a better ranking in climate than in friendliness, we can infer that it must be #1 in climate. Thus, we can infer that Q must be in #5 in climate and the remaining town - P -must be #2 in climate. Therefore, we can determine the ranking of all five towns.
