Why?

I got the right answer but that was because it seemed like the best choice. The question asks, the committee must include at least one rep. Answer C offers K and Q although the committee could make a choice avoiding that pair with JMQRS claiming J or M as chair. I do not see this set conflicting with the rules? F is not chosen so q is not necessary, g is not chosen so k is not necessary, we have j and m with one as chair so the tenet group only has two, leaving three spots for homeowners: QRS, r and s have no commitments and neither does q since f was not selected. So technically wouldn't all of these answers be incorrect because the committee does not need to include any of these pairs? What am I missing?
