(A) doesn't resolve the paradox at hand, which would make it the correct answer. Assuming (A) is true, just because we know there are more people who shirk their duties looking for a job does not mean they have a higher chance of getting those jobs. In fact, we know employers prefer employees that don't shirk their duties, so these people should be at a disadvantage, yet they are finding more success within the first 5 months. All of the other answers give some sort of resolution to this problem.
