I chose Answer C but I would like to know if my reasoning is correct

I chose answer choice C. It seemed that the author was stating that burglar alarms were necessary because they discourage burglary; thus, if there was an alternative proposal, let's say to remove the burglar alarms, the proposal of a fine for 45 minutes is a better solution. Am I correct in this way of thinking?

    Hi @Shirnel, Yes, that's the right logic! The beginning of this passage seems to suggest that burglar alarms are bad, but then the statement tells us that burglar alarms are actually effective and it goes on to recommend that users be fined for false alarms. At the beginning, you'd think the passage would recommend that we do away with all burglar alarms, but instead the recommendation is different because the alarms are effective.
