I understand why C is correct, but I'm having trouble understanding why B is incorrect.
Isn't it also the problem that it is trying to solve?
Additional explanation on how I should have thought to correctly solve this question would be appreciated.

Let's keep in mind the purpose of the argument.
Conclusion: further government spending to provide low income housing is not the cure for homelessness.
Is this meant to resolve the problem of homelessness? No. The purpose is to reject a possible solution to homelessness. Government spending is not the answer.
You needed to ask yourself, "What is this argument really saying?" Pay attention to where the conclusion is, as well as the specific wording of the argument.
