But don’t forget what the question is asking you, it’s asking you what role the first sentence plays in the argument. I would argue that the first sentence is the conclusion- since I think we could say that the final sentence does support it. However, I would almost treat both sentences as the thing the author is trying to prove. The important thing is that c actually is correct regardless of which one you see as the conclusion. In the rare cases when the conclusion is split up like this, the right answer will not be dependent on identifying which part is the overall conclusion.
