Question in Context of Video

In the video on argument structure, we were told at the beginning in the upper left hand corner of the video screen that all of the answers pertaining to argument structure would essentially fulfill one of four roles: conclusion, subsidiary conclusion, premise, or principle. I'm confused as to which one of those roles the answer choice for this question fulfills.

    I would say this is a premise in the sense that it is a fact that the argument later uses- but personally I would simply call this context. It's useful information to orient ourselves, but it doesn't actually directly help or hurt our conclusion. This is a much less common type, but there is occasionally info that is really just context or background.
