I correctly selected C, but I'm having a hard time explaining why B isn't correct.
Would you be able to explain why answer choice B is incorrect?

Ah, this is tricky.
Answer choice (B) and answer choice (C) almost say the same thing. However, the difference is that answer choice (C) states that one can justify an action ONLY by appeal to the value of its intended outcome.
Whereas answer choice (B) states one can always justify a given action by appeal to the value of its intended outcome.
Well, Answer choice (B) leaves open the interpretation that this is merely ONE OF the ways that one can justify a given action. But, we know from our conclusion that NOTHING will justify a means EXCEPT an end's value.
Thus, one can justify an action ONLY by appeal to the value of its intended outcome, i.e. answer choice (C).
