Why B and not E?

Looking around for something that paraphrases that, we get to answer choice (B), which tells us that there shouldn’t be an absolute ban on breeding racehorses that have the genetic defect. (E), on the other hand, is too broad, it actually does the opposite of going too much into detail. It tells us that there shouldn’t be a prohibition against breeding racehorses that have ANY disease that can be controlled by diet and exercise. But is this the point? The veterinarian is talking about this one specific disease, not diseases that can be controlled by diet and exercise in general. Because it increases the scope of the argument, (E) is incorrect. The "any disease" I think really explained why E is incorrect. Thank you for a great explanation! If it would have specifically stated "having THE disease", would that made it true? Thank you.

My personal belief is that E is too strong of an answer choice. Is used the words "all" when referring to diseases. Too strong of an answer for a weaker conclusion.
