Why is the answer not C?

I keep getting these questions wrong and it is literally frustrating! And I don't want to give up. However, this is the basic, "straightforward" questions that I do not understand. I feel like if I do not understand these questions how am I able to understand the next few lessons? Can someone help me out on how to understand these types of questions?

(C) is an intermediate conclusion, not the main conclusion. It is supported by other statements, but it itself is a reason supporting the main conclusion, which is about how “totalitarian” is misleading. Hope this helps!
