Why is E the correct answer choice?

I can understand how choices A-D are incorrect but I don't want to lean on the process of elimination when I don't understand why E is correct. If the main conclusion is that one resource (topsoil) has been ignored, then reasonably I'm trying to find a choice that restates that, but the correct choice (E) feels like an assumption that I would make based on the stimulus rather than a restatement of the conclusion. I can reasonably assume that the author would advocate for the federal government spending more based on the stimulus ( and this was a question that asked me what statment the author would agree with then I would choose E), but I don't understand how choice E is a restatement of the conclusion.
