I understand why B is the correct answer, but I cant decipher what answer choice A even means. Can you please explain?

A is just saying that something that is not necessary can still be sufficient. To say that something need not be present for something else to happen just means that the thing in question is not a necessary condition. The second half of a is just describing a sufficient condition. So, a is just saying that it's possible for a condition to guarantee an outcome, but that the outcome could still happen even if the condition didn't happen.
