R with O?

Am I missing something? Why can't O be with R in the last question?

    Hi MayaM, This question is setting up a new scenario for us with an additional, new condition. We are being asked what must be the case if R is no longer allowed to go with O. These questions test our ability to take a series of rules, and then understand what happens if we change one of the rules or introduce a new one.
