This opens the question: what about workers who work in peoples’ homes? That’s still their workplace. Answer E brings that up by suggesting a claim that we could reject from the prompt is any claim that domestic workers would be protected from this bill. If their workplaces (other peoples’ homes) are still filled with secondhand smoke, this bill to stop workplace secondhand smoke doesn’t actually protect them.
