Would you be able to explain why (B) is correct? Could you also explain why the last sentence wouldn't support (D)?

D is wrong because we have no idea about the popularity of the policy. There is nothing in the passage that tells us whether the policy is popular, unpopular, or something that people dont care about. B is correct because the senator decides that one study is correct, and ignores the conflicting one without giving us a reason why.
