C vs. D: Why exactly is C wrong?

I correctly selected D and I think I understand why D is correct, but I'm still having a hard time understanding why C is wrong. Is the main problem with that answer around whether it's "based on the observation that rainwater runoff picks up oil and other pollutants"? Is the fact that the statement in question comes before that information is introduced, or does the order of the statements not matter?

    Hi @bridgetburke, Thanks for the question! This is one of the trickier LSAT questions where the answers are definitely pretty similar and hard to parse apart. I’d say that (C) is made wrong by the word “generalization,” and also the fact that (C) says it’s “based on [an] observation.” Nothing suggests that it’s actually based on the observation.
