The stimulus tells us that the number of car thefts has declined, and it is more likely now for a car thief to be convicted of a crime. (D) tells us that many stolen cars are quickly disassembled and the parts are sold to various buyers across the country. This fact does not explain the overall decline in car theft and contradicts the second premise - if the car is quickly disassembled and sold for parts, the thief is unlikely to get caught and convicted. Thus, we would not expect it to be more likely for a thief to be convicted of a crime.
