Why not A?

Hello, I am a confused as to why A is not the right answer. When bridging the gap between the premise and the conclusion, why would A not be right. If commuters and freights had a lot in common, then they would not have to divide their attention, therefore becoming a successful business.

    Just because two things have a lot in common does not guarantee that they would not have to divide their attention. Perhaps 90 percent of the tasks in managing a commercial and a freight line are the same. The remaining ten percent could still be so critical, time consuming, or expensive that they would still force train operators to divide their attention and fail to serve their customers.
