Choice A seemed correct to me because if more people are starting to walk to local stores, there would be substantially less vehicle traffic, therefore no more need for traffic zoning laws. Can someone explain why that isn't correct?

I think this is a huge leap! Walking more doesn't necessarily mean fewer cars in the road, and if you want to encourage more walking, you will likely have to create more pedestrian spaces, which will in turn lead to a greater need to regulate the flow of traffic. Moreover, your argument only supports less need for zoning laws, not their complete elimination.

Please fix the problem that DesHarp has mentioned above. This is the case with a lot of the questions in this passage.
