Could someone please help us understand why E is wrong or why D is a stronger answer?

Hi I am not an instructor but I believe E is wrong because it is too strong. See the following line However, the New . Urbanists do not question people's right to their own . values; instead, they suggest that we should take a . more critical view of these values and of the sprawl- . conducive zoning and subdivision policies that reflect (55) them. While the first part of E "we have the right to these values" is correct, the second part "personal values should not affect the ways in which neighborhoods are designed" is not necessarily true. Instead, "they suggest that we should take a more critical view of these values and of the sprawl-conducive zoning and subdivision policies that reflect (55) them." In my view, taking a more critical view of these values does not equate to "personal values should not affect the ways in which neighborhoods are designed." This is just my opinion. Please feel free to correct me. Thank you!
