Question about Answer Choice A

How does the government's ability to be responsible links the premise and the conclusion about the government is/should be responsible? It's like saying Tom can buy a car, but it doesn't mean that he should buy a car. The "can" throw me off.

    If it says "The government 'is/should' bear responsibility for that which it indirectly causes." then I would choose A.

    Hi, this is a necessary assumption. We are looking for something the author must believe. Since they clearly believe that the government should bear responsibility for something it caused indirectly, then they must believe that it is possible for the government to bear responsibility for something that it caused indirectly. It sounds like you may have been treating this like a sufficient assumption question.
