Why can't we put H and F in the Romania spot?

Why can't we put H and F in the Romania spot? I noticed that you could have two possibilities: H&F in Romania or H&F in Spain. If you have H&F in Romania, you have two possible answers. What did I not consider?

    Hi, HF cannot go in Romania. If we put them in R, that would force K into Tuscany with J. However, if K and J are together, that would force G and L into the same country, which violates the first rule.
