I do not understand why B is the correct answer. it doesn't seem to set up the same way as the prompt does.

    Both B and the original argument are structured as follows: these two things (diploma plus competence or two languages) are necessary for some other thing (license or teacher). Since this person has these two things, they are guaranteed to have that other thing. In both cases, we establish a necessary condition, and then mistakenly treat that necessary condition as a sufficient condition.
