Question # 7 - Studded Snow Tires

Ok so I got this question right; however, answer choice "A" is very tempting. Does "A" still strengthen question number seven but does answer choice "C" strengthen it even more? Is it a matter of degrees here? Answer choices B, D, and E, I believe all weaken the stimulus. But I am still stuck on why answer choice A is incorrect. Can someone please explain?

    Hi, I dont think that A strengthens the argument. First, im not sure if we care about whether the snow tires are on large trucks, small trucks, or regular cars. We were never told that the problem was snow tires on trucks, just snow tires in general. Second, we have no idea which areas this applies to. Does it apply to this city, the other areas mentioned, both, or neither? That is way too many ifs.
