D is my favorite answer, but I never got there because I was trying to save time and A checked out. It seems that proponents of individual prosecution would believe that shareholders can't stop unethical practices. Part of this group's justification for its viewpoint is that when companies (as a whole) are prosecuted, the shareholders are harmed. It doesn't seem like that would be a problem for them if the shareholders had the ability to stop unjust practices, because they would be partly responsible.

    Hi, I agree it is possible that the advocates of individual prosecution could agree that shareholders are powerless to stop crime. However, the passages does not actually tell us that. This is essentially a must be true, it is asking us what the passage says, and the passage does not tell us that A is true.
