Hi NJP, E and D look fairly similar at first glance. However, E states that the industry has an obligation to specific communities "only if" it has an obligation to pay for all damage produced by warming. Only if introduces a necessary condition, and we are never told that the industry does have this obligation, E does not help to justify the argument.
