E vs A?

I thought the answer would be E because I used the line "Once this advice was widely implemented, that was an alarming increase in the incidence of scurvy in infants." to infer that since there were more infants with scurvy, more mothers fed their children boiled cow milk. Is this wrong because of a numbers vs proportion mistake I made? Or, is there another reason? I narrowed it down between A and E and I couldn't explain E away/figure out why it was wrong. Thanks!

    Hi @Christian-Durham, You are exactly right! Recall that "most" refers to anything over 50%. If, say, 49% of the population was feeding their infants cow's milk, there would still be an alarming increase among infants in the incidence of scurvy. Even if the percentage were far lower, a small increase in scurvy amongst infants could still be considered alarming. Good work!
