I dont get why this answer is right?

It mentions that a high level of antibiotics would make it harmful to humans so why does the right answer mention that only if it is successfully screened for high levels of antibiotics, will it be safe for human consumption? This goes directly against what is mentioned in the passage so I eliminated it as a possibility.

    The passage tells us that antibiotics can be harmful to humans. This makes sense then that the only way we can know it is safe is if we screen the milk to ensure that there're is not an unhealthy level of antibiotics in the milk.
