Treaties that allocate fixed amounts of water to various countries based on current usage, as suggested by the Draft Articles, will not be flexible enough to respond to these large fluctuations in river flows. Once specific water rights are allocated along a river in (50)accordance with the Draft Articles, nations would have no mechanism for coping with a drastic reduction in the flow of the river. Adhering rigidly to these fixed allocations would unjustly favor those countries whose water usage is most extensive. The author does not seem like he is in approval of these goals, I'm not seeing anywhere can someone please help?

    Hello, not an instructor here but I might be able to help. If you look at the third paragraph the author suggests that, "Draft Articles are a significant step forward in the formulation of legal principles for the protection and regulation of international river." The author seems to agree the aim is the right place, but it's "inadequate." Another way to check your answer is to go over other answer choices, which none of them are explicitly nor indirectly stated in the passage; thus, can be eliminated. I hope this helps.
