I can see why answer D is the correct answer here, but should E be ruled out? It calls into question the fact that there could be a difference between what he experiences in his store vs. what actually happens outside the store which seems like a reasonable criticism.

This actually wouldn't be an issue with the argument. The author isn't making an argument about whether crime is a problem for the neighborhood, but about whether crime is an issue for his business. Crime might as well be an issue, but the argument doesn't actually depend on whether or not crime is an issue in the area writ large.
