Why does A not work?

The short answer would be that the passage doesn't really tell us that any further decline wouldn't be entirely the result of human activities. This is more or less just asking us what the passage said, so the burden of proof is on the answer choice to prove itself right, not for us to prove it wrong. What do you like about A?
