"must have known"

Is the phrase "he must've known" not speculative? I read that not as a premise/fact but just sort of a speculation which is why I chose E. Any tips for help with that in the future?

    This is indeed speculative, although it is a somewhat reasonable assumption. If an answer choice had said the argument was flawed as it relies on an assumption about the beliefs of builders, that may be correct. However, that was not what E said.
