So would the sentence in questions be another example of the necessary Premise for the argument ?

    Since it is a states premise that the argument needs, I think it is a necessary premise. However I would note that that term really only comes into play with assumptions the author made but never explicitly stated, and I wouldn't worry about it for explicitly stated premises like this.
