so, the reason I did not choose a was because it said they would be billed for the service and receive a citation. This is not what the argument said though. If we go and reread the stimulus it says verbatim " The city has the right to clear any sidewalk that is still covered more than 24 hours after a snowstorm's end, and whenever it does so it will bill the landowner for the service. This alone does not guarantee that the city will actually do it, they just have the right to. On top of that if they had actually provided the service the snow would not be there after 48hrs to accrue the fine. Maybe they came after the fine, but I still don't see how they for sure will get both the bill and fine. Please explain and if possible, break down my argument.

    You're right that the city has only the right, and this does not guarantee that the city will do it. However, A is operating in the hypothetical that the city actually did do it. I don't think I follow you about your second point. A is about a hypothetical in which the city does provide the service after 50 hours. There is nothing saying the bill and the citation are mutually exclusive. We know after 24 hours they can be billed, and can get a citation after 48. Nothing indicated it's an either or.
