I understand the correct answer, but I was hoping someone could help explain what the explanation for A being wrong means
Particularly this part:
"Averages 'smooth out' totals, they don't address them."

I think that the explanation means that averages only loosely relate to the total number. If the total number doubled, but the distribution of severity remained the same, the average damage (total damage per tornado) would not change. Assuming that tornadoes only became more numerous and not more severe, the damage from the average tornado would be unchanged.
