Hi @GabbyS and @tayloryork, For this question we're looking for the option that does not explain the paradox - which is that Taychester is colder but residents spend less on heating. A helps to explain this paradox because if the heat loss is less in Taychester than in Charlesville, then even though the temperature is warmer in Charlesville the houses might lose much more heat due to wind and therefore need to spend more on heating. would this work? I solved this Q by looking for an answer choice that didn't bring up a relative difference between the two places since its there is a comparison? or no?

I think there is absolutely value in that approach, but I would caution you not to treat it as the be all end all for two reasons. First on except questions I would strongly prefer you eliminate the wrong answers (that is the ones that do explain the paradox) rather than hunt for right ones. Right answers will usually simply do nothing, so it's usually hard to spot them. While I agree that the answers here that do resolve the paradox are extremely likely to bring up a relative difference between the two cities, an answer that does nothing could also do this. We could have had an answer that one city has a large population of stray dogs while the other has a large population of stray cats. This does nothing for the paradox but it does point out a relative difference.
