Can you explain why B is correct? It seemed to me that it was addressed in the second passage in the opening paragraph where it says that recipes are not covered by intellectual property laws.

It does not address why the chefs do not utilize the laws available to them, passage B simply states that chefs opt not to. However, Passage A addresses the specific reasons behind why comedians do not leverage the legislature.

Keyword is "potentially available". In Passage B it states recipes are not currently covered under existing intellectual property laws, they rarely can be patentable, and combinations of ingredients can't be copyrighted. It then states that chefs could go for protections under trade secrecy laws, but states only that they seldom use them; the passage provides no support for why they don't use them. Hope this helps!
