    I thought so too. But it says "IF" contra being what causes this answer to be incorrect.

    Hi, this isn't asking us what could be true, but rather which new rule would have the exact same impact on the game as the original rule. A does not have the exact same effect, for example, there is nothing in A that would ban H from going first.
