Meta Structure

What Meta-structure would fit best here? Is 'more research needed' a ms in itself or a combination of different ones? This passage (because of the precondition element/unanswered questions) has elements of proposing a hypothesis and of correcting the record but it does not really fit either of those well. Is there a ms for this one?
