currently??!!

In the explanations it sayd that the stimulus establishes that there isnt CURRENTLY any good location for the pipeline, but that is absolutely not the case. nowhere in the stimulus does it give a time frame or use the word currently. on the other hand it does say that the requirements for building the new pipeline ARE NOT MET. So a new pipeline CANNOT be built in the country at all. Not that it cant currently be built, but that it CANNOT be built at all because residents wont approve. Please tell me where my thought process is flawed, thanks.
