B vs C

Can you explain why B is more correct than C? I was stuck between the two, but ended up choosing C because things that would happen if insider trading was allowed is discussed much more than comparisons. Thanks!

    I am not an instructor, but Passage B talks about the consequences from allowing an activity (financial repercussions, etc), so it cannot be the right answer
