Hi, We're trying to strengthen the argument that it is wrong to have policies that harm growth of other countries. While the author would likely agree with E, it is not directly relevant to the argument. Saying that we shouldn't impact our own growth does not strengthen the idea that we shouldn't impact the growth of others.
