In other words, this means that the claim is part of the conclusion. Therefore, it does not support anything else in the passage but is part of the ultimate argument that everything else in the passage is supporting. This is different than (C), which states that the claim is "offered as partial support for the argument's conclusion." (C) is saying that the claim is NOT part of the conclusion, but part of the premises given to actively support the conclusion. (C) is a better answer than (B) because the claim "music is merely sound" ultimately supports the idea that "music produces the core of a given emotion" that "by itself creates neither social conditions nor human behavior." It may also be helpful to note that the term "for," as is used to introduce the claim in question, suggests the claim is an explanation for something else in the passage. Does that help?
