Why would C be incorrect?

C is Steele's position, but I don't think the author has fully endorsed Steele's view. I would say that the author is a neutral journalist, outlining a controversial new theory without deciding in favor or against it. In particular I think we see evidence of this attitude in the last sentence of the passage.
