@EmilyMarieMenendez the key is the difference between "refusing to publicly support" something and "publicly opposing" it. Refusing to publicly support something leaves open the option for being neutral. Or, they could privately oppose it. (E) is incorrect because all we know is that some of the politicians who strongly supported FT between C, U and M refuse to publicly support FT with other LA countries. All politicians in that group might be staying neutral on the issue or only privately opposing it. I hope that helps!
