Why is D correct? Why is C incorrect?

(C) is incorrect because it is an unwarranted inference, the author never talks about the university/ research institution's perspective and risk tolerance when it comes to basic research using patented materials.

I see why d, I kind of skipped lines 51/54 in my head, but why not e?
