This is a resolve except question. Which means the four incorrect answer choices will resolve the discrepancy, while the fifth answer choice will do nothing.
I chose answer choice A which states "that smoking in bed causes relatively little damage before they're extinguished. Does this imply that there are more deaths despite less smoking because if there is relatively little damage caused then the fire department or anyone for that matter would not notice the damage inflicted by the fire thereby, the occupants sleeping would be killed before the fire was extinguished?
